Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this (...) situation, fully launching a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. This paper analyzes the interaction between science, philosophy and politics (including ideology) in the early work of J. B. S. Haldane (from 1922 to 1937). This period is particularly important, not only because it is the period of Haldane's most significant biological work (both in biochemistry and genetics), but also because it is during this period that his philosophical and political views underwent their most significant transformation. His philosophical stance first changed from a radical organicism to a (...) position far more compatible with mechanical materialism. The primary intellectual influence that was responsible for this shift was that of F. G. Hopkins. Later, Haldane came to accept Marxism and its official metaphysics, dialectical materialism, a move that let him accept the materialist conception of the world while still maintaining a resolute distance from mechanism. Throughout all these changes, what is most obvious is the influence of science on Haldane's philosophical views. An influence in the opposite direction is far less apparent. (shrink)

In 1776, the American Declaration of Independence appealed to "the Laws of nature and of Nature's God" and affirmed "these Truths to be self-evident, that all Men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty, and the Pursuit of Happiness...." In 1935, John Dewey, professor of philosophy at Columbia University, declared, "Natural rights and natural liberties exist only in the kingdom of mythological social zoology." These opposing (...) pronouncements on natural rights represent two separate and antithetical American political traditions: natural rights individualism, the original Lockean tradition of the Founding; and Progressivism, the collectivist reaction to individualism which arose initially in the newly established universities in the decades following the Civil War. This book is "a series of [eight] philosophical-political essays in which the boundary between philosophy and politics remains hazy and the discussion shifts readily across this disciplinary divide". Four of the essays, all written since 1989, have already appeared in print, and two of those have been revised for this book. Fred Dallmayr, who is Dee Professor of Political Theory at Notre Dame, finds in Heidegger's writings after 1933 "a prolonged struggle to expel or (...) subdue the virus" of fascism, to which Heidegger was exposed during his "encounter" with National Socialism. He aims for "another political reading" of Heidegger's work. These essays are in direct counterpoint to the great many articles and books published during the past few years that explore what is claimed to be Heidegger's life-long fascination with fascism. Dallmayr, by means of a close reading of selected texts, presents the picture of a badly shaken philosopher who sought redemption in an entirely new turn of thought quite opposed to anything at all resembling pedagogic or political authoritarianism. On the question of why Heidegger never fully recanted publicly his affiliation with the Nazis during his rectorate at the University of Freiburg, Dallmayr asks: "But would such a retraction--and I mean a complete reversal, since nothing else would do--really have served anyone's purposes"? The general purpose of this book differs from those of most of the works found traditionally in the field of political philosophy. Firstly, the present approach is in no way prescriptive or normative, as the interest centres on explication rather than an evaluative assess ment of this, that or another type of arrangement, or act. 1 It will be clear that I am in complete disagreement with Gewirth when he claims that "The central concern of political (...) class='Hi'>philosophy is the moral evaluation of political power. " It seems obvious that the under standing of political and social forms of life, and a fortiori of political power, must come before its evaluation. This cannot be provided by moral assessment alone. Thus an analytical or explicative approach which promotes such understanding must come first, and must be the "central concern" of the appropriate philosophical discipline. This is not to say that moral assessment is illegitimate, nor even that it cannot be one of the concerns of political philosophy, but it is to deny that it can be central, even though it might be somebody's central interest. To the extent to which this book is successful it will provide an argu mentin my favour - if the job can be done, obviously it is of primary importance. But we should not assume that it cannot be done unless we can show that there is no separate sphere of political and/or social phenomena. (shrink)

These lectures constitute the earliest version of Hegel's Philosophy of Right, one of the most influential works in Western political theory. They introduce a notion of civil society that has proven of inestimable importance to diverse philosophical and social agendas. This transcription of the lectures, which remained in obscurity until 1982, presents the philosopher's social thought with clarity and boldness. It differs in some significant respects from Hegel's own published version of 1821. Nowhere does Hegel make plainer the (...) difference between his concept of objective spirit and traditional concepts of natural law or offer a more prominent treatment of the key notion of recognition. His description of poverty is more forceful and his critique of existing social conditions more thorough than in the published edition, which had to satisfy the Prussian censor. The strictly limited powers of the monarch are more clearly delineated in the Heidelberg lectures, and the arguments for a bicameral legislature are more explicit. Hegel formulates in a more dynamic way his understanding of the relationship between rationality and actuality--the rational is not what exists but what is coming into being--and sets forth more simply and clearly the central themes of his political philosophy--freedom, justice, and community. The Heidelberg lectures are an indispensable resource for understanding the edition of 1821 and an invaluable supplement to one of the great classics of political philosophy. (shrink)

After a long period of neglect and complacency, the problem of evil has powerfully resurfaced in our time. Two events above all have triggered this resurgence: the atrocities of totalitarianism and the debacle of September 11 and its aftermath. Following September 11, a "war on terror" has been unleashed and some writers have advocated an all-out assault on, and military victory over, evil. Taking issue with this proposal, the paper first of all examines the meaning of "evil" as articulated by (...) philosophers and theologians through the centuries. Next, the focus is shifted to a particularly trenchant and innovative formulation which recognizes both the reality of evil and the importance of human freedom: Schelling's famous treatise of 1809. Following, a review of several important readings of this text, the paper concludes by pleading in favor of moral pedagogy as an alternative to the agenda of military victory. (shrink)

Comparative Political Theory and Cross-Cultural Philosophy explores new forms of philosophizing in the age of globalization by challenging the conventional border between the East and the West, as well as the traditional boundaries among different academic disciplines. This rich investigation demonstrates the importance of cross-cultural thinking in our reading of philosophical texts and explores how cross-cultural thinking transforms our understanding of the traditional philosophical paradigm.

In this essay, Fred Dallmayr examines the role played by Hindu-Muslim relations in India’s struggle for independence. He documents Gandhi’s long involvement in “the Muslim question” and his promotion of a “heart unity” that sees inter-communal harmony as a precondition for genuine independence. This contrasted sharply with the formal constitutional approach of prominent Muslim leaders, a contrast heightened by Gandhi’s occasional “Hindu” rhetoric, his response to the 1921 Mappila rebellion in Kerala, but most importantly, a procedural differentiation with (...) Muslim leaders over “separate-but-equal” vs. liberal constitutionalist positions. The lessons from this investigation lead Dallmayr to conclude that a “heart-and-mind” unity has substantial salience for a cooperative approach to contemporary inter-ethnic and inter-religious conflicts. Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, (...) and environmental crises. Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. Inter-cultural dialog is frequently treated as either unnecessary or else impossible. It is said to be unnecessary, because we all are the same or share the same ‘human nature'; it is claimed to be impossible because cultures seen as language games or forms or life are so different as to be radically incommensurable. The paper steers a course between absolute universalism and particularism by following the path of dialog and interrogation - where dialog does not mean empty chatter but the (...) exploration of the ‘otherness’ of interlocutors on the far side of either assimilation or exclusion. Such dialog is the heart of hermeneutics as formulated by Hans-Georg Gadamer. The paper explores the question whether hermeneutical interpretation can be transferred from textual readings to the domain of cross-cultural encounters. After discussing both the historical development and the basic meaning of contemporary hermeneutics, the paper draws attention to the intimate linkage between interpretive understanding and ‘application’, or ‘practical philosophy.’ Drawing on the insights of Gadamer and some more overtly political thinkers, the paper then shows the relevance of hermeneutics for cross-cultural studies, as an antidote to the looming ‘clash of civilizations.’ It turns to some writings by Maurice Merleau-Ponty in order to emphasize the necessary linkage between interactive dialog and concrete embodied engagement. Undercutting purely mentalist or ‘idealist’ misconstruals of dialog, this linkage shows the mutual compatibility between Gadamerian hermeneutics and existential phenomenology. _Philosophy of Right_ remains among the most influential works in Western political theory. It introduces a notion of civil society that has proven of inestimable importance to diverse philosophical and social agendas. In this transcription of the lectures that formed the initial version of Hegel's text, the philosopher presents his thought with a clarity and directness seldom matched in his later writings. Nowhere does Hegel make clearer the difference between his concept of objective spirit and traditional concepts of natural (...) law. Nowhere does he offer a more prominent treatment of the key notion of recognition. The long-awaited appearance of this first English-language translation of these lectures is a major event for Hegel scholars, philosophers, and political theorists. (shrink)

This monograph is rounded out with Sebba's reflections on some of the problems involved in writing the history of philosophy, including the need for the historian to be philosophic in a way which exceeds the need for a (...) historian of science to be an active scientist. Here Sebba expressed his debt to his friend and mentor, the intellectual historian Eric Voegelin. As an indication of his plans (sadly, never to be realized), Watson has also included some notes Sebba put together, in which he reacted especially to Richard Popkin's work on the history of scepticism. The Descartes student is grateful not only to Sebba for these studies, but also to Professors Watson and Popkin for the care they have taken to bring this work before the public via the Journal of the History of Philosophy Monograph Series. Both Grant and Rapaczynski claim that their books clarify the place of Locke's political theory with respect to liberalism as a set of beliefs and social practices transmitted from one generation to the next over time, although each author premises this claim upon a different interpretive approach to Locke's political thought. Professor Rapaczynski maintains that a historical dimension is indispensable to an understanding of political theory (a), but since he offers no historical evidence, uncovers no new facts or information, and generally fails even to make use of available evidence produced by other historians, this pronouncement appears to be little more than a defensive piece of rhetoric divorced from his actual interpretive practice. Historical accuracy is an important element of interpretation, he writes, "but I have not felt bound by the strictures that would constrain a more narrowly historical work" (5), and he is "quite prepared," he insists, for the objection that his reading of Locke is anachronistic (15). Well might he be prepared for such a criticism, for his interpretation of Locke's thought is not only anachronistic, but replete with errors and unsubstantiated assertions. Apparently, for Rapaczynski, historical accuracy is a necessary ingredient of a "narrowly historical" work of scholarship or a "narrowly contextualist reading" of Locke's Two TreatisesofGovernment, but in order to grasp "the proper historical meaning of liberal doctrine" (5, 15-16) and Locke's place in the tradition of liberalism, interpretive leaps into the evidential void are required. Rapaczynski is right to focus upon the recovery of meanings from a text, for that is what interpreters do. Yet, meanings are neither arbitrarily created by the author (or ~34 JOURNAL OF THE HISTORY OF PHILOSOPHY 28:1 JANUARY I990 the interpreter) nor are they wholly contained "in" the text; rather, meanings are conventional, embedded in social practices, and are significandy affected by those factors which increase or decrease the causal efficacy of beliefs in relation to the execution of actions with which those beliefs are assumed to be associated. If, therefore, Rapaczynski interprets Locke's ideas as expressing a secular viewpoint, an indifferent attitude towards nature, an understanding of natural law premised upon a mechanistic model of natural science, and as the embodiment of an unqualified defense of capitalism (117-~5), the question arises, from what source are such meanings to be drawn? They are certainly not reflections of Locke's intentions or authorial meaning, nor are they expressions of the conventional meanings accepted by Restoration thinkers. They cannot even draw upon the general authority of "the political tradition to which Locke's readers have belonged," as Rapaczynski assumes (5), for that tradition includes Paine and Adam Smith, Bentham and Hegel, Defoe and John Stuart Mill, individuals for whom Locke's arguments carried... In general terms, the preference for dialogue and mutual understanding was present in all my intercultural studies—starting with the German-French encounter in my youth. My forays into different cultures and religions were never prompted by idle touristic curiosity nor by scholastic pedantry, but by a practical impulse: to find out how—coming from very diverse backgrounds—people can yet live peacefully and justly in this world. In this short essay, I reflect about my journey through philosophy in a global setting.

They had for the most part not been previously available in English. While a new critical edition of Hegel’s works is in progress, the only complete English version of his capital lectures upon the philosophy of history is the century-old translation by Sibree, made from the 1840 revised German edition of Hegel’s son, Charles. Hegelianism has since dramatically flourished, waned and has been distorted in a new materialist interpretation of history and political science. There is a large demand to-day for publishing the pure source of his doctrine on history. (...) First, Dallmayr examines the proper role of the writer-activist, comparing Roy to Edward Said. He then examines her critique of corporate business and the war machine, especially in relation to the construction of destructive “mega-dams” in India. This book focuses on the political thought of American statesmen. These statesmen have had consistent and comprehensive views of the good of the country and their actions have been informed by those views. The editors argue that political life in America has been punctuated by three great crises in its history-the crisis of the Founding, the crisis of the House Divided, and the crisis of the Great Depression. The Second World War was a crisis not just for America (...) but for the whole of Western Civiliation and, in the wake of that war, a new crisis arose which came to be called the "Cold War." Just when that gave the appearance of being resolved, the world reached a new juncture, a new crisis, which Samuel P. Huntington dubbed the "clash of civiliations." The statesmen having political responsibility in confronting the first three crises in America's history came as close to philosophic grasp of the problems of liberal democracy as one could demand from those embroiled in the active resolution of events. Their reflection of political philosophy in the full sense informed their actions. Since we cannot confidently explain the future, Aristotle warned us to call no man happy while he still lives. Thus the book, in its third edition, keeps to its settled pattern of dealing with settled matters. The preface to the third edition confronts the three later crises and, to the extent consistent with truth, attempts to relate them to the first three. Morton J. Frisch was professor emeritus of political science at Northern Illinois University. He was the author or editor of several books, including Selected Writings and Speeches of Alexander Hamilton; Alexander Hamilton and the Political Order; and Franklin D. Roosevelt: The Contribution of the New Deal to American Political Thought and Practice. Richard G. Stevens retired from National Defense University as professor of political science in 1994. Western modernity is frequently praised as a process of emancipation liberating individuals from external tutelage. While in the early phases of modernity, individual autonomy was still socially nurtured and embedded, subsequent developments put the premium steadily on negative liberty, thus pushing individuals into private self-enclosure. Autonomy thus became divorced from social and political agency. In psychoanalysis such divorce is called autism or narcissism. The article first examines Zygmunt Bauman’s discussion of the pathology in his The Individualized Society. Next to (...) show the progressive globalization of the malaise, the article turns to an analysis of contemporary Indian society by Ashis Nandy. For Martin Heidegger the story of Western philosophy ended basically in egocentrism or the metaphysics of “subjectivity”; however, he acknowledged the possibility of another path in Greece: that of pre-Socratic thinking. Yet, there is a further path he did not acknowledge: the tradition of Orthodox philosophy and theology. The paper focuses on some key works of the prominent contemporary Greek philosopher Christos Yannaras, for a long time professor in Athens. Taking over the notions of “Being” and ontology, (...) Yannaras construes them not as ontic “substances” amenable to epistemic knowledge, but as guideposts to “relational” or participatory experience. His early text On the Absence and Unknowability of God: Heidegger and the Aeropagite explores the affinity between the German thinker and the Orthodox stress on “apophaticism.” For Yannaras, apophaticism profoundly reorients philosophical inquiry; it also has important implications for human “personhood” and “freedom.” Far from denoting individuation, personhood for him means a face standing out toward others, just as freedom transcends self-will in the direction of a relational event. By way of conclusion, I probe the status of relational “community.” For Yannaras, I ask, is community a concretely achieved way of life ; or does it point more apophatically to a future advent?
